Robert Shepko
Division President
With over 20 years experience in partnering with the higher education sector, Bob Shepko guides the division in the strategic planning and execution of the Company's education privatization endeavors. Bob is responsible for supervising ongoing privatization projects and the careful coordination of the multiple disciplines that ensure success and customer satisfaction which include finance, design, construction, renovation, community management, asset management and facilities maintenance. Formerly, Bob applied his expertise on a grander scale to the complete privatization of military family housing as Senior Vice President of Project Management for Balfour Beatty Communities’ Navy residential portfolio of 19 military installations. Prior to joining the Balfour Beatty companies, he is best known for his work with institutions of higher education at Anderson Strickler Campus Housing and Real Estate Consultants, as well as College Park Communities, the National Association of College and University Business Officers (NACUBO) and Cambridge Associates. Bob holds a MBA from Hood College and a BA in Business Economics from the University of Pittsburgh.


David Hartsfield
Senior Vice President
Dave Hartsfield is responsible for project development and management efforts at Balfour Beatty Campus Solutions. He has more than 25 years of experience directing the development, asset management and acquisition of student housing, general residential, hotel, office, retail and industrial properties. Previously, Dave was vice president of development for GMH Communities Trust, where he developed a variety of student housing projects and handled pre-construction efforts for several military housing projects. Prior to joining GMH, he was vice president at Corporate Office Properties Trust, serving as regional director of development and asset management. Dave holds an MBA degree from the Darden Graduate School of Business, University of Virginia, and a bachelor’s in architecture from the University of Virginia.


Jim Short
Senior Vice President
Jim Short is Senior Vice President of Business Development for Balfour Beatty Campus Solutions, responsible for providing public-private solutions to schools, colleges, and universities nationwide. In this role, Jim presents capital and expertise to the education sector for a variety of on-campus development projects including student housing, parking facilities, classroom and administrative buildings, and other infrastructure needs. Jim has extensive experience in the management and development of on-campus student housing for institutions of higher education. His broad background in business development, operations, management and commercial property management make him a leading expert in the multi faceted and unique aspects of campus planning and services. Jim received his Bachelor of Science in Business Administration with a major in Accounting from the University of Arkansas. He is affiliated with the Institute of Real Estate Management through which he attained his Certified Property Manager (CPM) status.


Toby Booker
Vice President
As the Vice President of Business Development, Toby Booker is responsible for the proposal development process from project concept and underwriting through contract award.  With more than 10 years experience in privatization projects, Toby is well versed in market research analysis, the coordination of design, construction and management personnel, local tax authorities and municipalities as well as alternative financing.  Before joining the company, he served in a similar role for Balfour Beatty Communities, specializing in military housing privatization projects.  Previously, Toby was a Commercial Management Associate for SunTrust Real Estate Finance Group where he prepared formal analyses on various types of borrowers to aid in the underwriting of commercial loans evaluated the on-going risks associated with lending to the various types of real estate developers and investors.  Toby holds a MBA from the Pennsylvania State University and a BS in Business Administration (Finance) degree from the University of Richmond.


Josh Smith
Vice President
As Vice President, Josh Smith assists higher education institutions in bridging the gap between necessary infrastructure improvements and the resources and capital needed to execute those plans. With his proven track record in privatization, Josh customizes financing solutions to each client to execute building and renovation plans for administrative space, academic buildings, laboratories, athletic facilities, wellness centers and student housing.  Before joining the company, Josh served as the Vice President of Development for Collegiate Companies, a turnkey real estate services company specializing in student housing, where he was responsible for business development, real estate development, and project management of student housing nationwide, including the arrangement of alternative methods of financing.   Previously, Josh worked as the Director of Development and Leasing for Jackson Development, where he oversaw the development, leasing, and asset management of shopping centers, offices, and mixed-use developments in the areas of northern Texas and Oklahoma.  Josh holds a Master of Science degree in Real Estate from the University of Texas at Arlington and a Bachelor of Science in Business Administration from Oklahoma State University.  He is actively involved in NACUBO and SCUP and serves on the Apartments Committee and the Program Planning Committee for ACUHO.


Justin Wright
Assistant Vice President
Justin Wright is Assistant Vice President of Business Development and as such is actively engaged in the pursuit of higher education privatization opportunities.  Justin works with a team of professionals, both internal and external, to ensure that each potential customer’s project requirements are met while providing the maximum project value.  Prior to joining Balfour Beatty Campus Solutions, Justin held a similar position as the Assistant Vice President of Business Development for Balfour Beatty Communities where he used his skills in the pursuit of military housing privatization projects.    Earlier, Justin supported the Vice President of Finance at Balfour Beatty Communities in financial modeling, due diligence and the procurement of debt.  Justin received a B.S. in Finance from Fairfield University and was also a member of General Electric (GE) Financial Management Program from 2000-2003.
